What is ICP Filing?
For websites hosted on servers within China, ICP filing is a mandatory requirement by the Ministry of Industry and Information Technology. It must be completed; otherwise, the website cannot be displayed to users.
ICP filing aims to regulate internet security, protect the legal rights of operators, and safeguard users' legitimate interests.
The purpose of ICP filing is to prevent illegal online activities, combat the spread of harmful internet information, and ensure compliance. Websites without ICP may face penalties or shutdown. Why is ICP Filing required?
ICP filing is mandated by the Ministry of Industry and Information Technology to standardize the online environment, promote the orderly development of internet information services, prevent illegal online activities, and combat harmful information. According to State Council Order No. 292 "Administrative Measures for Internet Information Services" and MIIT Order No. 33 "Administrative Measures for the Filing of Non-Commercial Internet Information Services," non-commercial internet information services must undergo filing. Operating without approval or filing is illegal.
